Brook Park poised for Brookview school property sale, new housing

BROOK PARK, Ohio – The city of Brook Park appears poised to sell for $1 million the former Brookview Elementary School property located at 14105 Snow Road, making way for new residential development.

Brook Park City Council and Mayor Ed Orcutt discussed the potential sale during council’s Sept. 12 caucus. They went over the details in a prior executive session as well.

The combined school parcels, which were obtained through a 2019 land swap with the Berea City School District, comprise 9.8 acres.

“The former Brookview Elementary School will be demolished, and (a developer) is looking to put approximately 61 (townhome rental) units on that property, with two oversized retention basins to create a relief point … to help with the flooding in that neighborhood,” Orcutt explained.

According to the sales agreement ordinance under consideration (which has not yet been formally introduced at a regular City Council meeting and will require three public readings), the buyer will tie in to the public storm sewer system and “will design a storm water management facility … to accommodate and provide additional storm water storage capacity for the benefit of the adjacent residential neighborhood at no cost to the seller.”

Additionally, Orcutt indicated Grey Fox Capital has secured the rights to develop nearby vacant property in the Pemberton Drive area on the opposite side of Snow Road, between the eastern railroad bridge and Van Wert Avenue.

“This development would have approximately 23 units on the north side of Snow Road,” Orcutt said. “Those would be two-story, higher-end two- to three-bedroom units, with an open kitchen/open living room concept. Every unit will have its own garage.”

Approximately 23 townhome units similar in style to this one are proposed for the Pemberton Drive area across the road from the former Brookview Elementary School. (City of Brook Park)

He reiterated those townhomes would be in addition to the 61 units constructed on the south side.

“None of the roads that will be tied into these units will be dedicated, which means the city will not maintain them for plowing and will not maintain the storm sewers,” Orcutt said, noting the management company plans to form a homeowners association and have its own on-site maintenance team. “Estimated rental cost is $1,500 to $2,500.”

Council members will continue reviewing and discussing details of the property sales agreement, as well as development plans, at the next council meeting.
